Where this market comes from

The regional government securities market is recent. Its history explains the role regional savings play in it today.

2011

A regional market opens

The BEAC establishes a market where the states of the zone raise funds by auction. Cameroon enters first, in November 2011, followed by the Central African Republic, Gabon, Chad, Equatorial Guinea, and then Congo in February 2017.

2017

Market funding takes over

The BEAC monetary policy committee, meeting on 22 March 2017, agrees to phase out advances to national treasuries, reducing the statutory advance ceilings by one tenth each year. The government securities market becomes the framework through which states raise the resources needed to cover their financing requirements.

Today

Regional savings fund the budgets

Outstanding stock has almost tripled since 2020. The six states raise funds from investors within the zone, at rates formed publicly in auction sessions.
